  Actually it wasn't the decision of Vince but it was his. Before first ever Royal Rumble Patt Peterson who had the idea of Royal Rumble he told Vince about it but Vince don't convenced with Patt.

  But the executive president of television who air the WWE on their Network( for now USA ) he loved the idea, then he forced Vince to make Royal Rumble PPV actually it works and today Royal Rumble is one of the biggest PPV in WWE history along with WrestleMania,SummerSlam and Survivor Series.

   So after looking at everything it seems that Royal Rumble is one of the Best decisions in WWE history made by Vince.
